NEW LIBRARY DISTRICT STANDS ON STRONG FOUNDATION, LOOKS TO THE FUTURE

With an experienced group of community leaders at the helm and many library services restored, the new Fort Collins Regional Library District will look toward hiring staff and finalizing an agreement with the City of Fort Collins.

Stable and increased funding has allowed the library district to deliver many of the improvements citizens voted for last November: restored services, improved library resources and progress on a new library branch. The district’s seven-member board of trustees, which was appointed in March, is now making inroads on its current priorities. It has authorized the restoration of library staff positions eliminated by budget constraints, as well as the hiring of several new, key positions. The district is working to restore or upgrade a total of 17 positions.

The district board also is focusing its efforts on drafting a final intergovernmental agreement (IGA) with the city. The IGA will facilitate the transition from a city library system to a library district. The agreement will include provisions for the future of property, buildings, and materials associated with library services, as well as for putting personnel policies in place to ensure a smooth transition for staff as they move from city to district employment. The district and city are working to have the IGA finalized and approved by the district board and city council by Sept. 30. An interim IGA, created to maintain the day-to-day funding and functioning of the library, will remain in effect through the end of the year. The library’s one-year transition process will be complete when the final IGA takes effect at the beginning of 2008.

The district’s current work builds on the accomplishments of the past seven months. Early this year, library staff worked with Fort Collins City Council to approve service restorations, which included six community book drops, restored hours, and reinstated children’s services. In addition, the Harmony Branch's book drop was made available 24 hours a day, seven days a week.

In accordance with voters’ directive, the district also began to make improvements in existing materials and services. The library has already added many new books, CDs, DVDs and other materials to provide better access and reduce wait times for popular materials. In addition, the library has begun to introduce programs designed for residents within the expanded district boundaries. Story Express and Puppet Express are new all-ages traveling programs which serve northwest and southeast population centers.

Citizens also charged the district with opening and operating a new Southeast Branch Library. Planning and construction on this project is rapidly advancing, with the branch opening slated for late 2008. City officials, the library district’s board of trustees, library staff, the builder, and architects are working together to create a new branch that will best serve constituents.
