Library District NewsNEW LIBRARY DISTRICT NAMES FINANCE OFFICERThe Fort Collins Regional Library District today announced that it has appointed Jeffrey Barnes as the officer who will oversee financial management of the new district. Barnes comes to the library district with 28 years of financial and accounting management experience with local governments in Northern Colorado. Most recently, Barnes served as accounting manager for the City of Loveland, a position he held for 10 years. As library financial officer, Barnes will advise the library director in financial management of the district and will supervise the district's annual capital and operating budget. His duties will include oversight of budget development; accounting; development of financial and purchasing policies and procedures; financial reporting; planning; investment management; and coordination of payroll and accounts payable and receivable. Barnes began work for the district this week. "Jeff Barnes is an exceptionally qualified individual whose experience will take the district through its transition process and into the future," said Library Director Brenda Carns. "His excellent track record and service to a wide variety of local governmental entities make him a good match for us as we move from city library system to independent library district." As accounting manager for the City of Loveland, Barnes managed the city's accounting and purchasing divisions. In addition, he oversaw the city's $175 million investment portfolio, chaired the Loveland Business Development Center, was involved in the city's long-range financial planning and served as a member of various pension boards. Prior to his work with the City of Loveland, Barnes was director and manager of audits at Hunt, Spillman and Associates, a Fort Collins-based accounting firm. His prior audit clients have included Larimer County, City of Canon City, City of Cortez, Town of Berthoud, Estes Valley Recreation & Park District, Northern Colorado Water Conservancy District, Fort Collins/Loveland Water District and Colorado Diversified Trust Conservancy District. Barnes is a certified public accountant and earned his bachelor's degree in accounting at Northern Illinois University. He is a member of many professional organizations, including the American Institute of Certified Public Accountants, the Colorado Society of Certified Public Accountants and the Colorado Government Finance Officers Association. He also belongs to the Government Finance Officers Association, where he currently serves on the special review committee for the Certificate of Achievement of Excellence in Financial Reporting Program. 8/24/2007 |
